Service New Brunswick Property Assessment Services Manager

Service New Brunswick is seeking an individual to join the Property Assessment Services Branch as the Property Assessment Services Manager working in Fredericton.

Reporting to the Director of Regional Services, the Property Assessment Services Manager is responsible for ensuring the efficient and effective delivery of assessment services within the Fredericton region. Responsibilities include but are not limited to: providing leadership, training, coaching and mentoring to staff to achieve the business objectives; managing human resources functions including succession planning, work planning, performance management and employee growth and development; ensuring quality and quantity of the assessment work within the region and implementing improvement measures according to provincial standards, procedures and Acts; and building and maintaining relationships with stakeholders and municipalities.

ESSENTIAL QUALIFICATIONS: A university degree in Business Administration, Engineering, Surveying or a related field and a minimum of five years of related professional experience, including at least two years of experience managing both financial and human resources (coaching, work planning and review, performance management and discipline). Subject to the response to this competition, an equivalent combination of education and experience may be considered.

 Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who have a property assessment related certification (CRA, AACI) and / or property assessment related experience. Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

OPERATIONAL REQUIREMENTS: A valid driver’s license is required as this position requires some travelling within the province.

Position Profile:Due to the expanding nature of our business, we are seeking

 Junior Land/R-O-W Agents to work in various locations throughout Ontario and New Brunswick. The Junior Land/ROW Agent will assist in ongoing assignments and undergo extensive on-the-job and external training in preparation for a Land Agent career with RPS HMA.

Key Responsibilities:

This is the entry and initial training level toward a career as a Land Agent. Under the close supervision of a Senior Land Agent, while following common safety procedures and all RPS HMA Policies and Procedures, the Junior Land Agent receives instruction, guidance and experience in the acquisition and management of land rights for clients. Initially, some of the duties may include:

• Performs routine Land Agent duties in various sectors i.e. pipeline, highway, natural gas, telecom, etc.

• Assists in the preparation and processing of standard form leases, easements etc.

• Examine title reports and public records to determine ownerships, encumbrances, liens, etc.

• Assists in field investigations

• Prepares reports and correspondence

Skills and Qualifications:•

Completion of High School

• Ability to become a member of the International Right of Way Association (IRWA)

• Eligibility for Candidacy for IRWA programs leading to professional certifications and/or designation

• Valid Commissioner for Oaths or eligible to become one

• Valid driver's license and a reliable vehicle

• Ability to travel throughout Ontario or New Brunswick

• Ability to spend extended periods of time out of Province for training purposes

• Good computer skills and appropriate Email 'etiquette'

• Committed to professional excellence

• Excellent communication skills; both written and verbal

• Demonstrates high energy and a positive attitude, as well as an eagerness to accept challenging assignments

• Ability to work well independently and with others

Assets:

Due to the expanding nature of our business, we are seeking contract Land/R-O-W Agents to work in various locations throughout Ontario and New Brunswick. The Land/ROW Agent will act as a trusted advisor, building and enhancing relationships with clients and landowners and is responsible for developing and maintaining professional relationships with clients, landowners and industry contacts.

Key Responsibilities:

Provide site acquisition expertise to clients and/or engineering/construction personnel

• Negotiate various types of land-use agreements with private/public landowners and special interest groups

• Communicate and deliver project information to landowners, special interest groups and the community as a whole

• Represent clients and RPS HMA in community/stakeholder meetings

• Work both independently and collaboratively in a fast-paced, deadline driven environment

• Review and understand legal agreements, site plans and large scale project layouts

• Utilizing additional resources and support as required when discussing more complex issues with landowners and clients

• Understanding, responding to and anticipating client concerns, needs and requests, and maintaining commitments to clients' milestones and objectives

• Formulating creative solutions for landowner problems, concerns and issues

• Sharing appropriate and accurate information with the Project Manager to be reported to the client; reporting issues to appropriate parties in a timely manner

• Sharing professional advice with the client and Project Manager as appropriate

• Thorough documentation of all activities including contact reports, issue identification and tracking

• Strictly adhering to common safety procedures
